Give industrial construction a product goal

A factory's value comes from the production project it belongs to. Before investing in industry, decide whether you are preparing materials for country development or pursuing more advanced manufacturing. The goal should guide the purchase, not the other way around.

Keep the project narrow enough to finish. Buying several factories before deciding what you want from them commits space and money while leaving the central production decision unresolved. My preference is a deliberate industrial addition with room to expand once its purpose is clear.

Factories and shops solve different problems

Factories produce materials and advanced products, while shops contribute to the money economy. Farms have a food-production role. These buildings belong to the same country, but choosing among them starts with what the country needs next.

The distinction does not create a universal best-building order. If the immediate goal is cash, a factory purchase belongs to a different plan. If the next goal is equipment, an income project alone does not explain which product you want to manufacture.

Leave room for the rest of the industrial project

The country also includes workers, resources, power, research and production management. Keep those systems in your industrial plan rather than using every available building space on factories. Reserve room for services and later changes to the city.

That recommendation is about planning the whole project. It does not assume a universal factory recipe, a particular worker requirement or a fixed output rate. Specific products can ask for different decisions, so avoid budgeting from a made-up average cost.
