Start your first Build and Conquer country with a small, manageable settlement, then spend on the part of the city you actually need next. You begin with an empty plot, and the long-term goal is a country that can support both its economy and its military.

Give the first settlement room to grow
Begin with a modest road plan and space for neighbourhoods. Resist the urge to cover the whole plot immediately: the game also asks you to manage workers, population, resources, happiness and power. A larger footprint creates more decisions before you have learned how your first city behaves.
My opening priority would be a settlement you can understand at a glance. Keep related construction together, leave room for power plants and water networks, and avoid spending your entire balance on appearance. This is a planning recommendation, rather than a mandatory layout or an exact placement requirement.
You do not need a perfect capital on your first attempt. You need room to place the next useful building without reorganizing everything around it.
Make each purchase solve a country problem
Farms, shops and factories belong to the construction loop, but building every available type at once makes it harder to decide what deserves the next investment. Choose one near-term goal: establish the settlement, improve its economy, or prepare a production project.

The point is to make the purchase fit your goal. A new factory can be part of a future production plan, while another neighbourhood belongs to an expansion plan. Neither is automatically the right purchase just because it is available.
Leave military expansion for a deliberate next step
Research, vehicle and missile manufacturing, troop deployment through tunnels, alliances and strategic areas all come after the same country-building foundation. Think about what you want your first campaign to accomplish before committing resources to it.
If your attention is still absorbed by the city, keep the next session focused there. If you are ready to look outward, choose a limited objective and retain money for the settlement. A strong economy and military serve different needs: one supports the country, while the other protects what you have built.
